Slovenia Lower House Considers Bill to Amend VAT Act

The Slovenian lower house of Parliament (Drzavni Zbor) Oct. 19 accepted for consideration Bill No. 1121-IX, to harmonize VAT rules with EU Directive 2020/284, on payment service provider requirements to combat VAT fraud in cross-border e-commerce. The bill includes measures to: 1) define entities responsible for reporting data and information on cross-border payment transactions; 2) establish new electronic recordkeeping requirements for providers executing more than 25 cross-border payments to the same payee in a quarter; 3) provide administrative tools to more effectively combat VAT fraud in international e-commerce; 4) introduce rules for calculating payment thresholds, and for determining the locations ...
