The Slovenian Ministry of Finance Oct. 23 announced that the lower house of Parliament (Drzavni Zbor) has adopted a bill to introduce a mandatory e-invoicing regime for business-to-business (B2B) transactions. The bill includes measures to: 1) require all domestically registered businesses and natural persons performing business activities in Slovenia to issue e-invoices for B2B transactions, from Jan. 1, 2028; 2) limit the use of paper invoices to transactions between businesses and consumers, and B2B transactions with foreign companies; 3) allow consumers to withdraw their consent to receive e-invoices and request paper invoices at any time; 4) specify the documentation formatting ...
