The UK tax authority will undertake a comprehensive assessment of all new tax relief and policy measures with significant cost implications as part of a new framework.
His Majesty’s Revenue and Customs on Wednesday set out its evaluation framework through which it will do a “structured attempt” to understand “what works, how it works, why it works, and for whom,” it said.
Beyond evaluating new tax reliefs, the tax authority will also assess policy changes “predicting significant impact on customers or taxpayers in terms of cost, administrative burden, or compliance costs.”
