Ukraine Parliament Considers Bill on Tax Measures for Electronic Communication Services Due to War

The Ukrainian Parliament (Verkhovna Rada) June 21 accepted for consideration Bill No. 7479, on tax measures for electronic communication services due to the ongoing Russia-Ukraine conflict. The bill includes measures to: 1) set a zero percent VAT rate for international communication services; 2) provide a VAT exemption for free telecommunication services; 3) reduce pre-tax financial results by the amount of free telecommunication services provided to health care institutions; 4) provide an individual income tax exemption for income accrued from free telecommunication services; and 5) provide a temporary exemption from mandatory state pension insurance for operators of free telecommunication services.
