Vietnam Gazettes Resolution Reducing VAT Rate on Specified Goods, Services

The Vietnamese Official Gazette July 1 published Resolution No. 204/2025/QH15, reducing the VAT rate on specified goods and services. The resolution includes measures: 1) reducing the VAT rate to 8 percent from 10 percent on specified goods and services; and 2) disqualifying from the 2 percent rate reduction certain goods and services to which a zero percent or 5 percent rate applies, including e-commerce supplies of services by nonresidents without a permanent establishment (PE) in the country to entities and individuals in the country.
