Vietnam Issues Decision Abolishing VAT Exemption for Certain Imported Goods

The Vietnamese Government Jan. 3 issued Decision No. 01/2025/QD-TTg, abolishing Decision No. 78/2010/QD-TTg dated Nov. 30, 2010, which stated that imported goods sent via express delivery service with a value of 1 million Vietnamese dong (US$39) or less are exempt from import tax and VAT. With regard to the most recent decision, the government stated that due to increases in customs efficiencies with respect to cross-border e-commerce this exemption was no longer necessary and lead to unfair competition for domestically produced goods.
