Budget Impasses Leave Tax Issues Unsettled in Three States

Most US states have settled on budgets for fiscal year 2024 without much drama, thanks to reliable tax collections over the last year, healthy revenue surpluses, and stable economic conditions. But three—Massachusetts, North Carolina, and Pennsylvania—still don’t have budgets two weeks into their new fiscal year, and swift resolution of tax and spending disagreements seems doubtful.
