California Governor Signs Law Enacting FOSTER Act

The California Governor signed a law enacting the Foster Outreach and Support for Tax Education Readiness (FOSTER) Act, requiring the California Department of Tax and Fee Administration (CDTFA) to issue guidance, and county agencies to provide annual mailings to nonminor dependents, about filing tax returns and accessing the state foster youth tax credit. The law specifies the information that should be included in the guidance, and requires that the CDTFA issue guidance no later than July 30, 2026, and update the guidance as needed no less than every 2 years.
