California Supreme Court Blocks Anti-Tax Ballot Measure (2)

The California Supreme Court on Thursday blocked a ballot measure seeking to make it harder to enact state and local taxes and fees from going before voters this November.

The court accepted arguments from Gov. Gavin Newsom (D) and the state Legislature that the business group-backed measure, called the Taxpayer Protection and Government Accountability Act, improperly exceeded the power of voters by revising—rather than amending—the state constitution. It could only be enacted through a constitutional convention or legislative approval rather than a vote of the people, the court said in a unanimous decision.
