Colorado DOR Adopts Excise Tax Regulations Concerning Alcoholic Beverage Licensing, Consignment, Delivery, Takeout Sales

The Colorado Department of Revenue Oct. 25 adopted regulations concerning alcohol beverage licensing for excise tax purposes. The rules include measures: 1) clarifying and establishing procedures and deadlines for a licensee applying for a renewal of its license; 2) establishing requirements for a license application and providing factors the licensing authority must consider when evaluating an application for approval or rejection; 3) prohibiting wholesalers from making consignment sales but allowing them to give credit for, or exchange of, returned alcohol beverages; 4) establishing acceptable methods of payment for fees, fines, and other payments to the state licensing authority under the ...
