The Colorado Department of Revenue (DOR) Dec. 13 adopted a regulation establishing the criteria for the application for a horseless carriage registration. The rule includes measures providing that: 1) the DOR shall register horseless carriage vehicles and issue license plates every five years for a period not exceeding five years; 2) all horseless carriage registrations and license plates shall expire on the same date regardless of the date of issue; 3) the collection of fees and specific ownership excise tax will be based on the number of years remaining within the five year period at the time of registration application; ...
