The law includes measures: 1) defining terms, including “manufacturer,” “producer,” and “manufacturer hemp product;" 2) requiring the Department of Agriculture Commissioner to operate the state plan, which must include specific federal regulatory requirements; 3) combining two licenses into one producer license, which requires the department to license and regulate hemp growers and processors; 4) extending the licensing period for producers and manufacturers to 3 years from 2 years; and 5) increasing the license fee to manufacture hemp.
