Educational Tax Credits Gain Momentum as Policy Fights Bubble

To school choice advocates, 2023 may be remembered as a watershed year, with nearly a dozen states enacting or expanding tax credits, vouchers, or education savings programs that direct public dollars to private education.

Key moments came as Arkansas, Florida, Indiana, Iowa, North Carolina, Ohio, Oklahoma, and Utah enacted “universal choice” laws, granting private education vouchers to any child without regard to household income. With these additions, some form of educational choice provides benefits to roughly 770,000 students in 32 states under 77 voucher and tax credit programs, according to EdChoice, which advocates for state “educational freedom” laws.
