The Georgia Governor signed a law adopting a new charter for the City of Clayton. The law authorizes the city to levy and collect property taxes, occupation taxes, excise taxes, utility charges, franchise fees, sanitary service charges, and special assessments, and grants authority for municipal bonding, utility operations, and lien enforcement for unpaid charges.
