Illinois DOR Issues General Information Letter on Form ST-587 for Manufacturers’ Purchase Credit

The Illinois Department of Revenue (DOR) Dec. 4, 2019 issued a general information letter on the manufacturers’ purchase sales and use tax credit. Taxpayer, a company selling personal protective equipment, inquired whether it could accept Form ST-587, Exemption Certificate for manufacturing, production agriculture, and coal and aggregate mining, from customers for sales tax deductions. The DOR stated Form ST-587 is the correct form for claiming the manufacturing machinery and equipment exemption on qualifying purchases of tangible personal property on or after July 1, 2019. [Ill.
