The Iowa Alcoholic Beverages Division July 26 proposed to amend regulations concerning retail alcohol licenses for excise tax purposes. The proposal includes measures to: 1) provide that a class “C,” class “D,” or class “F” retail alcohol licensee may mix, store, and allow the consumption of mixed drinks or cocktails which aren’t for immediate consumption for up to 72 hours; 2) remove various provisions, including “wine gallonage tax,” and amend definitions of “beverages” and “immediate consumption;" 3) specify that suppliers may offer a barrel program to class “E” retail alcohol licensees, allowing purchase of barrel-aged product and aging barrels; and ...
