The Iowa Homeland Security and Emergency Management Department (HSEMD) adopted new rules regarding 911 telephone systems for excise tax purposes. The regulations: 1) rescind the previous Chapter 10 and replace it with a new Chapter 10; and 2) update and streamline requirements for 911 service boards, service plans, surcharges, funding, and operational standards.
