Kansas Governor Publishes Council on Tax Reform’s Interim Report

The Kansas Governor Jan. 27 published the Council on Tax Reform’s interim report for corporate income, individual income, sales and use, property, and trust income tax purposes. The report includes recommended measures to: 1) restore the balanced three-legged stool of income, sales, and property taxes to fund state and local government services; 2) implement a new refundable food sales income tax credit that would be based on federal adjusted gross income; 3) fund the Local Ad Valorem Tax Relief Fund through the 2020 legislature; 4) impose taxes on digital assets such as digital books, music, and subscription services to restore...
