The Louisiana Governor signed a law concerning the City of Baton Rouge Downtown Development District. The law includes: 1) requiring the district to prepare a plan, but removing from present law the requirement for specifying certain public improvements and estimating the proportion of taxes to be levied and estimating the total number of mills required to be levied each year to provide funds to implement the plan; and 2) providing that in addition to the special tax or proceeds of bonds for payment of services, capital improvements, or facilities as provided in current law, payment may also come from the ...
