West Bridgewater’s board of assessors put too much value in the big-box store’s garden center space when it assessed the property at around $17 million for tax years 2015, 2016, and 2018, Commissioner Steven G. Elliott wrote for the unanimous Massachusetts Appellate Tax Board.
