Minnesota Lawmakers Advance Tax Levies on Adult-Use Cannabis

Legislation legalizing adult-use cannabis in Minnesota is headed for a floor vote this week after lawmakers settled on a strategy for taxing marijuana products on Tuesday.

Members of a House-Senate conference committee unveiled language as part of HF 100 that imposes a 10% gross receipts tax on cannabis products. The 10% levy is on top of the state’s 6.875% sales tax and any sales taxes imposed at the local level.

HF 100 creates a regulatory framework for adult-use cannabis and lower-potency hemp edibles. The bill also creates the Office of Cannabis Management to administer the state’s program. ...
