Missouri Legislature Proposes Constitutional Amendment Phasing Out Individual Income Tax

The Missouri General Assembly adopted a joint resolution that includes: 1) proposing a constitutional amendment for the reduction and elimination of the state individual income tax by requiring reductions to the top income tax rate based on revenue growth until the tax is eliminated, while allowing sales and use tax expansion only if offset by income tax reductions; and 2) submitting the proposed constitutional amendment to the voters in the Nov. 2026 general election, or a special election to be called by the Governor for that purpose.
