Meanwhile, Virginia’s governor nixes taxable retail marijuana, SALT cap workarounds cost the federal government billions a year, and New York approaches a budget deadline with several tax issues still unresolved.

It hasn’t gotten much attention, but Nebraska is moving quickly to join Maryland and New Mexico as the only states taxing the torrent of digital advertisements flowing across smartphones and computer screens.
