The New York Assembly declined to take up a bill for the second year in a row imposing a tax on noisy helicopters ferrying wealthy residents to airports and tourists to sightseeing destinations around New York City.
The legislation advanced out of the Senate in early June but remained stuck in the Assembly Ways and Means Committee on Tuesday, the last day of the legislative session.
The bill, S1140A, would have taxed the noise emitted from non-essential helicopter and seaplane flights in New York City at a rate of $50 per seat or $200 per flight, whichever is greater. ...
