The recreational marijuana legalization program that Ohio voters approved Nov. 7 is undergoing changes in the state Legislature, with amendments including a higher sales tax rate and a lower allowed number of home-grown plants.
Even as legalization was about to take effect Thursday, the state Senate passed a measure (Sub. H.B. 86) 28-2 late Wednesday raising the tax rate to 15% from 10% and permitting counties to impose a 3% tax to fund entertainment, arts, and culture, if county voters approve.
