Oregon DOR Amends Excise Tax Regulations on Unitary Groups, Precious Metal Dealer Exclusions

The Oregon Department of Revenue Feb. 28 amended and adopted excise tax regulations concerning corporate activity tax (CAT) exclusions for precious metal dealers and unitary groups. The rules include measures: 1) clarifying that new exclusions don’t determine which unitary group a member of several groups must file CAT returns with; 2) providing that a “dealer of precious metal” means a person or business engaged in the business of buying items of precious metal to resell such metal, regardless of its form; and 3) specifying the calculation of the corporate activity ratio for taxpayers electing to use that calculation for corporate ...
