Texas Legislature Enacts Law Creating Guadalupe County Municipal Utility District, Authorizing Excise, Property Taxes

The Texas Legislature May 27 enacted a law creating the Guadalupe County Municipal Utility District No. 8 and granting a limited power of eminent domain. The law was enacted without executive approval. The law includes measures: 1) authorizing the district to issue, without an election, bonds secured by revenue other than property taxes or contract payments; 2) requiring the district to hold an election before imposing maintenance taxes or issuing bonds payable from ad valorem taxes; 3) authorizing the district to impose contract as well as operation and maintenance excise taxes, if approved at an election; 4) authorizing the district’s ...
