The Utah Governor has signed a law amending the Carson Smith Opportunity Scholarship Program. The law expands eligibility to include children as young as three years old and establishes comprehensive residency verification requirements through the State Tax Commission. The law also requires the scholarship granting organization to provide a tax credit certificate on or before the end of each April following the close of the taxable year for which a tax credit certificate is issued.
