Virginia Budget Rivals Find Consensus on Taxing Digital Goods

Virginia budget writers will have to reconcile competing bills they just passed, both of which exclude many of Republican Gov. Glenn Youngkin’s tax proposals. But they agree so far on expanding the sales tax base to include digital goods.

The Democratic-controlled House of Delegates and Senate approved 2024-26 budget measures Thursday, featuring increased allocations for schools, teachers, and state employees. The House adopted its version (HB 30) on a 75-24 vote, while the Senate approved its own (SB 30) by 38-2.
