The Virginia Governor April 11 signed a law amending the highway use fee and mileage-based user fee program for excise tax purposes. The law includes measures: 1) requiring the Commissioner of the Department of Motor Vehicles to refund a refund applicant the cost of a mileage-based highway use fee, prorated in six-month increments, when the applicant is eligible; 2) requiring the commissioner to establish the refund process, without interest, if a refund was made for a vehicle that would have met the conditions in the law on or after July 1, 2020; and 3) requiring the Department of Motor vehicles ...
