The Virginia Governor March 18 signed a law enacting prepaid and postpaid wireless 988 surcharges, for excise tax purposes. The law includes measures: 1) requiring dealers of commercial mobile radio service (CMRS) to collect a $0.08 prepaid wireless 988 surcharge from the end user for each retail transaction; 2) requiring CMRS providers and resellers to collect a $0.12 monthly postpaid wireless 988 surcharge from customers whose place of primary use is within Virginia; 3) allowing CMRS providers and resellers to combine any 988 surcharge with prepaid or monthly wireless E-911 charges and identify it as “911/988 Charge;" and 4) requiring ...
