Acting IRS Large Business Unit Head Becomes Latest to Depart

The IRS division that audits the biggest multinational companies and wealthy individuals is losing another veteran leader.

Jennifer Best, the acting IRS commissioner of the Large Business and International Division, will leave the agency Friday, according to an email seen by Bloomberg Tax. She will be replaced by Mabeline Baldwin, who will also continue her permanent job as director of the eastern compliance practice area.

Best took over the position after Holly Paz, a longtime IRS executive was put on administrative leave in July for for unspecified, alleged conduct against Republicans. Over half of the roughly 30 top leadership roles are either vacant or being held in an acting capacity, after the Trump administration offered incentives for workers to leave the government. Some executives in recent weeks were put on administrative leave.

  • Best previously served as the deputy commissioner of the division, director of treaty & transfer pricing operations practice area, and an attorney advisor, she said in the email.
  • “This decision does not come lightly, but after careful consideration, l’ve determined it is the best direction for me,” Best said in the email.
  • The IRS didn’t immediately respond to a request for comment.
