The Arkansas Attorney General (AG) issued an opinion in response to Hot Springs Village’s (HSV) inquiry whether it qualifies to participate in and receive loan funds under Act 736 of 2025 related to water development programs. The AG held that HSV cannot become a water authority or directly receive funds because it is an unincorporated community and lacks legal status.
