Criteria for establishing association health plans would be expanded and pharmacy benefit managers would be subject to new transparency mandates under H.R. 6703.

The bill also would provide funding for ACA cost-sharing reductions for certain enrollees, exclude stop-loss insurance from being considered health insurance under federal labor laws, and codify a 2019 rule allowing employees to pay their health premiums with employer contributions in a tax-preferred account.

It wouldn’t extend pandemic-era enhancements to the Affordable Care Act’s premium tax credits that are slated to expire Dec. 31.
