The IRS would have to modify its appeals, summons, and asset seizure procedures under H.R. 3151, which would make a variety of other changes to the agency.

The bill would bar the IRS from referring low-income taxpayers’ debt to private collectors.

It also would require more tax preparers to file online returns and direct the IRS to put more services online.The IRS’s identity theft and fraud prevention work would be expanded and the chief information officer position would be codified.
