State tax frameworks, immigration, firearms, and emerging commercial areas — such as prediction markets and cannabis — were common themes among the second group of states to wrap up their legislative sessions this year.
Ten states adjourned in April, but several states called additional special sessions to address congressional redistricting, including Florida, Alabama, and Tennessee. Iowa and Arizona each extended their regular sessions into May to consider state budgets.
