Debtor filed Chapter 13 bankruptcy. The plan was confirmed and Debtor was granted post-confirmation modification. Debtor claims that the Puerto Rico Treasury Department engaged in efforts to collect pre-petition debts from Debtor when the automatic stay was in effect.
