The IRS, and the rest of the government, is open today after Congress avoided a shutdown.

But the tax collection agency nevertheless faces a barrage of challenges to its mission from the Trump administration and a Congress dominated by his Republican Party, spelling uncertainty for taxpayers and practitioners in the coming years.
