The Finnish Ministry of Finance March 20 opened a consultation on the draft proposal to enact a law to suspend the 1996 DTA and protocol with Russia due to the ongoing Russia-Ukraine conflict. The proposal includes measures to: 1) temporarily suspend the implementation of provisions falling within the scope of the DTA and protocol with Russia; 2) clarify that other legislative references to international tax treaties or tax information exchange agreements wouldn’t apply to the DTA and protocol with Russia during the suspension; and 3) specify that the law would be terminated on a date determined by government decree.
