Finland Parliament Considers Bill to Increase Electricity Tax Rate for Data Centers

The Finnish Parliament (Eduskunta) Oct. 23 accepted for consideration Bill No. HE 156/2025 vp, to repeal specified provisions of the Act on Excise Duty on Electricity and Certain Fuels. The bill includes measures to: 1) move the tax on electricity used in data centers from electricity tax category II to category I; and 2) increase to 2.24 euros (US$2.61) per kilowatt-hour from 0.05 euros (US$0.05) per kilowatt-hour the applicable tax rate. The law would enter into force July 1, 2026. [Finland, Ministry of Finance, 10/23/25]
