France Adopts 2021 Budget, Faces Senate Constitutional Challenge

France’s Parliament has definitively adopted a 2021 budget that includes important pandemic tax measures, but already it faces a constitutional challenge.

Parliament adopted the budget bill Thursday after the National Assembly—which has the final say on budget matters—passed it. It sets a zero value-added tax rate for Covid-19 vaccinations and tests, among other measures aimed at addressing the pandemic. But more than 60 senators filed a constitutional challenge to parts of the law, temporarily putting the text on hold. The Senate rejected the bill on Dec. 16.
