HILL TAX BRIEFING: Manchin Floats Climate, Energy Talks With GOP

Sen. Joe Manchin (D-W.Va.) is talking to other lawmakers about a possible climate and clean energy package aimed at winning enough Republican support to avoid the budget reconciliation process.

The approach could be a way to revive some of the $550 billion in climate and energy spending—including clean energy tax incentives—that are part of the stalled Build Back Better legislation. Manchin announced in December that he wouldn’t support that legislation, though he has since talked about a narrower reconciliation package that would pair energy, tax, and drug pricing proposals with deficit reduction.
