HILL TAX BRIEFING: New House SALT Plan Calls for Even Higher Cap

House Democrats on Thursday decided to tweak their proposal to change the $10,000 deduction cap on state and local tax payments, floating a more generous deduction than they were previously considering.

The new plan would raise the cap to $80,000 through 2030, then snap back to $10,000 in 2031, according to a person familiar with the negotiations. An earlier proposal aimed to set the cap at $72,500 through 2031.

The revised plan came as Democratic leadership continues to push for votes on both a tax-and-spend plan using the budget reconciliation process and a Senate-passed infrastructure bill. The ...
