Hungary’s Constitutional Court struck down parts of a government decree that sought to shield a controversial tax on municipal budgets from court scrutiny and to terminate related lawsuits.
The ruling, handed down Tuesday but published Wednesday, annulled provisions declaring the determination, collection and settlement of the so‑called solidarity contribution “a process serving the technical implementation of the central budget,” a basis used to preclude administrative litigation.
It also scrapped a section requiring judges to apply these rules in ongoing court proceedings and to terminate litigation over solidarity contributions due in 2023–2025.
