The Louisiana Governor signed a law authorizing colleges and universities to establish College Economic Development Districts that may levy voter-approved taxes and special assessments, use tax increment financing, and issue debt to support development projects. The law also excludes qualifying industrial entities from district-imposed sales and use taxes, property taxes, fees, and assessments. The law took effect May 29. [S.B. 374, enacted 05/29/26]
