Netflix, Hulu Subject to Fees for Past Years, Missouri City Says

An upcoming state law amendment that will take effect in late August exempts satellite tv and streaming companies from paying video service provider fees to municipalities, but the companies still owe “back fees” from previous years because the law can’t be applied retroactively, a Missouri city told a trial court.

The amendments to the Video Service Providers Act are expected to grant the exemption effective August 28, meaning the fee law as it existed between Aug. 28, 2007, and Aug. 27, 2024 still applies to companies including Netflix Inc. and DirecTV LLC, the city of Creve Coeur said. On ...
