New EU VAT Reporting Rules Seen As Step Toward Definitive System

New European Union value-added tax rules to be proposed Thursday could be a stepping stone towards getting the bloc’s countries to accept structural reform of the EU VAT system, an official working on the rules said.

The draft VAT rules, which will include an EU standard on e-invoicing and a requirement for real-time reporting of cross-border transactions within the bloc, should make it more likely that EU countries could accept an eventual shift to a so-called definitive VAT system, said Patrice Pillet, head of VAT for the European Commission, speaking Wednesday at a European Tax Adviser Federation workshop.
