IRS Changes Blur Enforcement Lines

The latest organizational changes at the IRS are heightening anxiety that civil matters could get looked at from a criminal perspective.

The changes include giving Jarod Koopman, who had already taken over the top compliance job at the IRS, the additional role of leading the IRS criminal investigation unit. It’s one aspect of IRS CEO Frank Bisignano’s increasing grip on the agency. He’ll co-lead the compliance office with Koopman.
