Oregon Foreclosure Surplus Class Actions Mostly Filed Too Late

Several Oregon counties escaped takings and excessive fines claims from residents who say their governments improperly retained surplus funds from foreclosure sales of their homes, because their claims were filed late, a federal court said.

Former property owners and heirs to property-tax–delinquent estates alleged “viable” claims that their counties wrongfully withheld amounts above the tax debt owed, Judge Karin J.
