The Romanian Ministry of Finance Dec. 22 posted a draft emergency ordinance regulating 2026 fiscal-budgetary and economic recovery measures. The ordinance includes measures to: 1) reduce the minimum turnover tax to 0.5 percent in 2026 for all taxpayers and eliminate in 2027; 2) apply a single 1 percent income tax rate for micro-enterprises, regardless of income or type of activity; 3) adjust the mechanism for determining microenterprise tax, with a new threshold of 100,000 euros (US$118,006); 4) maintain the minimum gross salary at 4,050 Romanian lei (US$939.18) monthly from January-June 2026 and increase from July 2026; 5) extend the non-taxable ...
